Verbrec secures $22 million in water infrastructure contracts across Australia
and New Zealand
• Verbrec has been selected by Horowhenua District Council to design and construct the
new headworks at the Levin Wastewater Treatment Plant in New Zealand, valued at
approximately $12.3 million (NZ$15.1 million).
• Verbrec and Alliance Automation awarded an additional $9.6 million in electrical, control
system and automation awards with water utilities, primarily in South Australia and
Queensland since the start of the financial year.
Verbrec Limited (ASX : VBC) (Verbrec or the Company) today announces a business update
and summary of recent contract awards in the water and wastewater sector.
The projects in this announcement culminate in approximately $22 million in water infrastructure
project awards since the commencement of the FY2027 financial year. Taken as a whole, these
awards span projects across New Zealand, South Australia, Queensland, New South Wales and
Victoria.
The projects in this announcement will span the remainder of FY2027 and extend into FY2028.
The Company’s work-in-hand position for the remainder of the financial year is in line
management’s expectations and is consistent with the FY2027 revenue guidance provided to
the ASX on 27 July 2026. 1
Verbrec is an engineering and digital transformation business, providing a comprehensive
range of integrated services across the entire life cycle of an asset.
Verbrec has long played a vital role in delivering the infrastructure underpinning Australia’s
water industry and now extends this to New Zealand.
The acquisition of Alliance Automation in December 2025 brought with it strong customer
relationships with most major water utilities and authorities across Australia. Verbrec’s overall
revenue from the water sector increased from 7% in FY2025 to 21% in FY2026.
Verbrec has a long history of providing electrical, infrastructure and control solutions to the
water industry. With the capability the acquisition of Alliance Automation brings, the Company
has expanded access and services offering to support water authorities, including digital
transformation and 24/7 operational support.
The Company sees this as a key growth sector for the business and has invested in dedicated
resources to drive that growth for the business.
Water industry investment and market trends
Water and wastewater networks across Australia and New Zealand are entering a sustained
reinvestment cycle driven by ageing assets, population growth and tightening regulatory and
environmental standards.
In New Zealand, the Government’s “Local Water Done Well” reforms required every council to
submit a Water Services Delivery Plan setting out its capital programme. The Minister of Local
Government has stated that analysis of those plans by the Department of Internal Affairs
identifies total estimated investment of NZ$47.9 Billion in water services infrastructure over the

next ten years, and that councils will collectively spend nearly NZ$9 Billion more than had been
estimated in their previous long-term plans. 2
In South Australia, SA Water’s 2024–28 regulatory determination provides for $3.3 billion of net
capital expenditure, including $1.5 Billion announced under the South Australian Government’s
Housing Roadmap to expand the water and sewer network and unlock capacity for new
housing. 3
In Queensland, the driver is growth. The South East Queensland Regional Plan projects the
region will reach around six million people by 2046, an additional 2.2 million from 2021, requiring
almost 900,000 new homes. 4
Verbrec is positioned across this cycle. The Company provides engineering, procurement,
construction, commissioning, operations and asset management services for water and
wastewater infrastructure, and through its fully owned subsidiary Alliance Automation provides
the industrial automation, control systems, electrical engineering and operational technology
capability those assets depend on.
Verbrec awarded the Levin Wastewater Treatment Plant New Headworks project
(NZ$15.1 million)
Verbrec has been selected by Horowhenua District Council (HDC) as principal contractor for
the design and construction of the new headworks at the Levin Wastewater Treatment Plant in
the Horowhenua District, New Zealand.
The contract has a lump sum value of NZ$15.1 million (approximately A$12.3 million), excluding
GST, and is contracted under New Zealand’s standard conditions of contract for design and
construct works. The works are scheduled for completion within approximately 16 months of
award.
Verbrec’s scope covers the full design and construct delivery of the new headworks facility,
including:
• Design across process, mechanical, piping, electrical, instrumentation, control, civil,
structural and geotechnical disciplines, including safety in design and HAZOP
workshops, permits, certifications and consents,
• Supply, fabrication and installation of process equipment,
• The headworks structure itself, including channels, grit chambers and lift pump wet
well, together with the motor control centre and generator buildings,
• Tie-in pipework to existing connection points across the plant and stormwater
infrastructure,
• The complete electrical, instrumentation and control scope, including the headworks
motor control centre, instrumentation, PLC and control hardware, communications to
the main control room, and
• Pre-commissioning and commissioning.
Verbrec is delivering the project as head contractor, responsible to deliver design,
procurement of process equipment, project and construction management and

commissioning. Verbrec, together with established New Zealand delivery partners will perform
civil, structural, electrical, instrumentation and mechanical construction.
The Levin headworks is the first of a series of upgrades planned at the plant. Horowhenua
District Council has signalled a multi-year investment programme at the site, and the wider
New Zealand market is characterised by many councils facing comparable upgrades to
ageing treatment plants or new build requirements to keep pace with growth. Verbrec sees
the New Zealand water sector as a key growth market for its multi-discipline team.
The award materially increases the scale of project Verbrec is delivering in the New Zealand
water market and establishes a reference for comparable headworks and treatment plant
upgrades nationally.
Verbrec awarded an additional $9.6 million water infrastructure projects across
Australia since the commencement of the FY2027 financial year
Across Australia, Verbrec and its fully owned subsidiary Alliance Automation have been
awarded several water and wastewater projects since the commencement of the FY2027
financial year, with a combined value of approximately $9.6 million.
The work is delivered for metropolitan and regional water utilities, local government water
authorities and their head contractors across South Australia, Queensland, New South Wales
and Victoria. Collectively they represent a broad and repeating base of work, won largely
through framework agreements, standing panels and established delivery relationships.

maintenance across a metropolitan water and wastewater network, covering
preventative, responsive and corrective maintenance of SCADA, PLC, RTU, telemetry
and radio assets at reservoirs, pump stations, the reticulation network and treatment
plants.
• Gladstone, QLD: The supply and installation of low voltage electrical and
instrumentation cabling, cable support systems, switchboard modification, earthing,
testing and commissioning at a pump station and reservoir, including SCADA, PLC,
RTU and industrial communications engineering for the same facilities.
• New South Wales: A reservoir pump station upgrade in western Sydney.
• Victoria: A control system upgrade for a metropolitan pump station
